Duda’s campaign focused on emphasising “traditional family values,” and on attacking the LGBTI community.
Several civil society organisations, international organisations and legal experts found the new legal developments worrisome. Many believe that the law is yet another politicised attempt to curtail asylum.
The government claimed that the law was needed to counter money-laundering and boost transparency. However, the law has long been perceived as part of Hungary’s right-wing government’s hatemongering against philanthropist George Soros.
As human rights NGOs forewarned, the Authorisation Act has further exacerbated the deterioration of the rule of law and the state of democracy in Hungary.

Emergency measures put in place to combat the Coronavirus
On 6th March 2020, 256 organisations sent an open letter to the Greek Prime Minister and European Union leaders asking them to "protect legality and humanity".
Freedom of expression has evidently been deteriorating for several years in Hungary. The country was ranked 56 out of 180 in the 2013 World Press Freedom Index, while in 2019 it ranked at 87.
