An international coalition of NGOs submitted to the Council of Europe its comments on how to protect
human rights when developing new rules on cross-border access to electronic
evidence. The CoE is in the process of developing an additional
protocol to the Cybercrime Convention. The 14 signatories aim to
make sure that human rights are fully respected in the preparations. They call for unjustified forced data localisation to be banned and that the enforcement
of jurisdiction by a state on the territory of another cannot happen
without the knowledge and agreement of the targeted state.
