The government caved to pressure from the Lithuanian Bishops' Conference—the draft Law on Fundamentals of Protection of the Rights of the Child, approved by resolution, now contains: "Each child—both before and after birth—must be allowed to be healthy and develop normally." While this provision does not by itself prohibit abortion, it allows the government to reopen the abortion issue and seek to ban it by law. It is still unclear just who entered it, and when, since it was not in the published version of the bill submitted by the government and prepared by an expert work group.
