For the 12th time in Bulgaria, the Access to Information Programme (AIP) awarded prizes for contribution to the field of freedom of information. The Prosecutor's Office, however, won the derisive "Padlock Award" for failing its obligations under the Access to Public Information Act and its violations of the rights of citizens. The motives for the award included the deepening lack of transparency of public prosecutions, such as with the refusal to disclose the names of supervising prosecutors in high-profile cases and refusals to report on the abuse of special intelligence means.
