In a first for an EU member state, Luxembourg has decided to legalize recreational cannabis. The three parties in the government coalition announced during a joint press conference that the drug would be made legal and commercially distributed. The parties said only residents will be able to buy the drug and penalties will be put in place for anyone selling to minors or near schools. New steps will also be taken to help people with drug problems, and addiction prevention will be part of government policy.
