The Minniti-Orlando decree, approved by the Senate on March 28th and due to be finally approved by the Parliament next week, will allow the state to increase the number of Centers of Identification and Expulsion (from 4 to 20) and increase the speed of court decisions and suppress appeal procedure. It will concentrate all the power of life-or-death decisions in the hands of first-instance judges, whose dockets are already overcrowded. The new law basically allows different treatment for non-Italian and non-European citizens, who will have a judicial system of their own.
