Last Friday, 13 April, all 47 member states of the Council of Europe adopted the Copenhagen Declaration on the reform of the European Convention on Human Rights. Issues that it touches upon are, inter alia: effective national implementation as a responsibility of the member states, the principle of subsidiarity and the execution of judgments as a key obligation. In addition, the declaration addresses the caseload challenge of the European Court of Human Rights and calls for further action in this area.
