A new ordinance in the city of Duchcov prohibits sitting around or having a barbecue in a public place. "This should bring order," said the city's mayor. "I see no reason why people should make picnics in the streets and things like that. That is just wrong, nobody likes that." Police will enforce the new law by imposing fines. Similar guidelines apply in other cities, especially in locations with a large Roma community, where these laws are a common form of discrimination, say critics. Any restrictions on freedom of assembly are alarming, not only for minority groups, but for all citizens.
