Every year, dozens of students with mental or physical limitations are not welcomed to secondary vocational education (MBO). Accepted students who need extra care often don't receive the support they need. A girl who is nearly blind due to a brain tumor was refused for a legal services course for fear she might need more help than the school could offer. The Department of Education doesn't acknowledge the image that schools don't take efforts for inclusive education. "But there is always room for on-going improvement," the education minister says.
