Sexual orientation and handicap should be mentioned in Article 1 of the Constitution, which forbids discrimination, Dutch State Secretary of Social Affairs Jetta Klijnsma has said. Klijnsma is of the opinion that this may be unnecessary to lawyers, as Article 1 makes clear that discrimination for any reason whatsoever
shall not be permitted. But, she said, "To gays, lesbians, bisexuals, transgenders and people with a handicap, it may mean a lot if it is mentioned." She acknowledges that laws themselves do not improve the world: "It is something we all should team up for."
