EU Justice Commissioner Vera Jourova said this week that the EU should consider more strongly linking the disbursement of cohesion funds with member states' respect for the rule of law. During a speech in Helsinki, Jourova said, "We need to make better use of EU funds for upholding the rule of law. [...] In my personal view we should consider creating stronger conditionality between the rule of law and the cohesion funds." Her remarks were clearly aimed at Poland and Hungary, two member states that are heavily reliant on EU funds but are more and more aggressively flouting EU law.
