On Wednesday the European Commission published a report about schemes under which countries effectively sell citizenship. The EU warns countries about the "risks of infiltration of non-EU organised crime groups in the economy, money laundering, corruption and tax evasion". According to the report, Bulgaria, Cyprus, and Malta effectively sell EU citizenship with their passport schemes. The report also covers residency schemes in 20 EU states.
