Former Romanian President Ion Iliescu admitted to Der Spiegel that Romania provided space for CIA activities. Romanian officials have long denied the existence of such a place, identified in the CIA torture report as "Detention Site Black." According to Der Spiegel, Iliescu is the "second head of state to recognize the existence of secret CIA detention centers, after former Polish President Kvasnievski." A Saudi citizen has brought a complaint to the Court of Human Rights against Romania and Poland, claiming he was tortured in secret locations in those countries between 2003-2006.
