A review conducted by Liberties member the Human Rights Monitoring Institute revealed that Lithuania sees fewer and fewer recorded hate-related incidents each year. There were 138 such incidents in 2015, only 47 in 2016 and as few as 17 by November 2017. According to NGOs, there are no real grounds for assuming hate crime has actually gone down, so these crimes remain under the surface. With this in mind, the review recommends improving the mechanism for reporting hate crimes, making sure that investigations into complaints are effective and providing victims with the necessary assistance.
