Social media firms in Germany could be fined up to 50 million euros under a proposed law if they take too long to remove illegal content, including fake news. Germany's justice minister, Heiko Maas, who drafted the law, says the fines are an attempt to control toxic content, as social media firms still have not gone far enough in their efforts to clean such content from their sites. Maas quoted research that suggested Twitter deletes only 1 percent of hate speech it is informed about, and Facebook deletes 39 percent. The proposal requires sites to delete flagged content within seven days.
