In its attempt to limit the spread of technology used for surveillance, in September 2016 the European Commission published a draft proposal for an improved export controls regime. Export controls are a regulatory tool that allow governments to control the proliferation of “dual-use” tools and technologies that could be used both for military and civilian purposes. However, since the European Parliament tabled the ambitious proposal, member states are now attempting to block curbs on the export of surveillance equipment to abusive regimes. This would put business interests above human rights.
