Regulations in Poland make it difficult for homeless people to access social benefits. According to the law, the homeless that wish to be granted social assistance have to apply to the local council, where they are registered as permanent residents. It may mean traveling hundreds of kilometers for some homeless people. Otherwise, social benefits are unattainable. Additionally, that law may violate the constitutional right of choosing a place to stay. The Helsinki Foundation for Human Rights has urged the Ministry of Labor and Social Policy to change the law.
