Prime Minister Viktor Orban’s former lawyer, Fidesz MP Istvan Bajkai, wants to amend the Constitution to ban homeless people from living and sleeping in public spaces in Hungary. He told news outlets that homeless people were a “burden” on city-dwellers and were dragging down Budapest’s image as Hungary’s cultural, economic and political capital. Bajkai claims sleeping rough shouldn’t be necessary as everyone without a home is guaranteed shelter. But critics say many of these shelters are unsuitable and lack security, and banning the homeless from public spaces would be impossible to enforce.
