More than 25 years after the introduction of the special prison regime for organised crime in Italy, for the first time a circular by the Penitentiary Administration regulates it in detail - aiming to (finally) make the treatment of prisoners subject to the 41-bis regime more homogeneous. From the use of TV to accessing books and receiving family visits, the new circular regulates every aspect of prison life for those special detainees. This is an important step to ensure a fairer regulation - but much remains to be done to ensure the humanity of Italy's prison system.
