Italy plans to draw up a "code of conduct" for NGOs rescuing people at sea and bringing them to Italian ports. The plan has the support of France, Germany and the European Commission. The proposal was announced Monday, following Italy's threats last week of preventing such boats from entering its ports, after about 12,000 people arrived in the span of a few days. An EC spokeswoman said the code would help better coordinate rescues at sea, but it remains unclear exactly what will be in the code.
