Homosexual, bisexual and transgender individuals in Lithuania are more likely to complain to NGOs than to state institutions when facing discrimination. This creates a vicious cycle, where officers lack the competence to solve crimes due to missing information, but victims don’t approach them because they don’t believe their rights will be properly protected. One possible solution to this problem would be for national institutions to openly show support for the LGBT community and to publicly speak about not tolerating discrimination.
