Lithuania's Ministry of Justice has drafted a law allowing life prisoners to appeal for parole. Prisoners would be eligible for conditional release after serving at least 25 years. The law was drafted in response to the European Court of Human Rights ruling in Matiošaitis and others v. Lithuania, where the court held that life imprisonment without any realistic possibility of parole violates Article 3 (prohibition of torture) of the Convention on Human Rights. The Human Rights Monitoring Institute, a Liberties member, joined the case as a third party in support of the applicants.
