According to the Civic Empowerment Index published this February, after slight growth over the last couple of years, civic empowerment levels in Lithuania fell back to what they were during the crisis (2008-2009), scoring 34 points out of 100. More than half of Lithuanians thought that people engaged in civic activities could suffer for it: they could be suspected of acting for personal gain, be attacked verbally, slandered or even lose their jobs. Residents were also skeptical of the impact of civic organizations and "ordinary" people on the decision-making process.
