On 17 March 2021, the European Commission presented a proposal for a Digital Green Certificate. Their concept of the so-called Digital Green Certificate, or Digital Green Pass, raises a number of concerns regarding compliance with the Charter of Fundamental Rights. Our policy brief sets out six concerns, and recommendations for amending the proposal to address these concerns.
