Within the premises of the constitutional referendum planned for November 2018, Polish President Andrzej Duda wants to consult citizens in two EU-related questions. One question is whether Poland's EU membership should be guaranteed in the Constitution. A second question is if the Polish Constitution should rank over international and EU law. Duda's project comes at a sensitive moment in Polish-EU relations, with the European Commission threatening the country with sanctions and fines because of the government's takeover of the judiciary.
