The European Court of Human Rights has repeatedly noted that the use of pre-trial detention is a structural problem in Poland. However, nothing indicates this bad practice will soon change. The Helsinki Foundation for Human Rights recently intervened in the case of a man whose pre-trial detention was extended 29 times, and he has been deprived of liberty without a final judgment for nearly eight years now. This is despite the fact that none of the courts has ever indicated how the man could have possibly interfered with the proceedings to justify the continued use of pre-trial detention.
