The EU is violating human rights and international law in its attempts to slow refugees from crossing the Mediterranean Sea, a new report says. Despite a raging civil war in the country, Brussels has pledged tens of millions of euros in funding for authorities in Libya, where acts of torture, rape and killings have caused migrants to dub it "hell on Earth."
