Romania made scant progress rooting out corruption in state institutions in 2017, according to a new report by the Council of Europe anti-corruption agency GRECO. Romania was able to fully meet only two of the 13 recommendations GRECO made in 2016, and there is lingering concern about a lack of transparency in the legislative process - one of the key recommendations Romania has failed to fulfill. Transparency International ranks Romania as one of the EU's most corrupt member states and its justice system is currently under special monitoring by Brussels.
