Slovenia has introduced new border restrictions on migrants, allowing only those who plan to seek asylum in the country, or those with clear humanitarian needs, will be allowed entry. The move is part of efforts to stem the flow migrants along the Balkan route, which Slovenian Prime Minister Miro Cerar said on Tuesday was now effectively "shutting down." The EU and Turkey are in difficult negotiations on a plan that would see the return to Turkey of all migrants arriving in Greece. Human rights groups and the UN have expressed concern about the idea.
