Ahead of a meeting of EU diplomats on Tuesday, the Dutch government has circulated a proposal on a new European Union sanction regime to punish people that attack human rights activists. The aim is to create an 'EU Magnitksy Act'. However, all references to the Russian human rights lawyer who was killed have been removed for fear that Russia-friendly governments, like Austria or Italy, could block the move. The Dutch suggested calling it the "EU Global Human Rights Sanctions Regime" instead, taking inspiration from the 70th anniversary of the Universal Declaration of Human Rights.
