The European Committee for the Prevention of Torture has just published the report on its visit to Lithuania. Even though fewer and fewer people find themselves in detention, many convicts and detainees are still held in unhygienic conditions in overcrowded cells, with 4m2 per person and one shower a week. Furthermore, violence is on the rise in some prisons, both between convicts and doled out by the guards. Problems also abound in psychiatric institutions, where the Committee’s recommendations have been ignored for the past 10 years, failing to reform patient hospitalisation procedures.
