Last week, the European Committee for the Prevention of Torture published the report on its last visit to Lithuania, which took place at the end of 2012. The Committee stressed that, since its last visit, there really hasn't been much visible progress in certain areas in Lithuania. Inter-prisoner violence is not uncommon in Lithuanian detention facilities, where prisoners are accommodated in common dormitories with some 20 places. Due to this structure, a hierarchical system founded on abuse thrives among prisoners, with the strong giving orders to the weak.
