Revised rules within the passport-free Schengen zone for border checks and internal border controls will be put forward by the European Commission. A foreseen main change may allow states to use terrorism, and not migration flows, as a basis for internal controls. The EC is acting on pressure from Germany, Austria, Denmark, Sweden and the non-EU Norway, who want to extend internal border checks after the prolonged deadline in November allowed by current rules. The EC may propose to use these without limitations. Current rules only allow to temporarily reintroduce controls at internal borders.
