Italian authorities in Catania, Sicily, have detained Spain-registered ship Open Arms for promoting "illegal immigration and criminal association," according to the organization Proactiva Open Arms. The order came after the vessel rescued 218 migrants off the coast of Libya. The public prosecutor in Catania has accused the group of violating "the law and international agreements" by trying to "bring migrants to Italy." Proactiva Open Arms is the only Spanish NGO that performs search-and-rescue operations for migrants in the Mediterranean.
