The European Court of Human Rights has ruled that Italy violated Article 3 (the use of torture and inhuman and degrading treatment) of the Convention on Human Rights when an arrested man, between the time of his arrest and his arrival at the detention facility, suffered two broken ribs and other injuries. The Court awarded the victim 15,000 euros in damages and admonished Italian authorities for not properly investigating his injuries.
