The Ministry of Security and Justice announced that last year 50 asylum seekers failed in their application for asylum because they are suspected of war crimes. Among them were 10 Syrians. These people have a so-called 1F-status; the Convention relating to the Status of Refugees doesn't cover them and in principle they're to be sent back to their countries of origin. The Syrians can't be expelled (yet) because it's too dangerous in their own country. According to the European Convention on Human Rights, refugees can't be sent back to dangerous countries.
