Since 1992, Italy has spent 648 million euros on unjust detention. Although Parliament adopted laws in 2013 and 2015 to limit the use of pre-trial and without-trial detention, Italy remains the European country with the highest rate of remand incarceration, with a percentage of "inconclusive" inmates of 34.6 percent in December 2016, whereas the average rate in Europe is 22 percent. Moreover, a study showed 14 percent of those defendants were released after their cases were reviewed. This is a very problematic situation, especially for vulnerable individuals such as extra-EU citizens.
