Dozens of Dutch municipalities ask youth psychologists and psychotherapists confidential information, such as a child's name and address, the length of treatment and - in some municipalities - medical details, to be sent by regular, unprotected e-mail. The municipalities, responsible for youth care since this year, are bound to secured exchange of such data, according to Article 13 of the Dutch Personal Data Protection Act. There is a secured communication system for mail exchange between health workers, the Municipal Hub, but this is not yet operational in every municipality.
