il secondo anno consecutivo Malta è al primo posto sull'Indice Rainbow
di ILGA-Europe tra i 49 paesi del Consiglio d'Europa in tema di politiche LGBTIQ. Malta ha introdotto la legge sull'affermazione dell'orientamento sessuale, identità ed espressione di genere, che vieta le pratiche di cambiamento di sesso dannose e garantisce che orientamento sessuale, identità ed espressione di genere non possano essere considerate malattie. Il Rainbow Index evidenzia le disparità nei diritti LGBTIQ tra i vari stati. La Norvegia e il Regno Unito sono rispettivamente al secondo e terzo posto.
