Secondo il presidente del Consiglio Olandese della Magistratura, le persone non in grado di pagare le multe vengono tuttora trattenute dal pubblico ministero. L'obiettivo è obbligare a pagare coloro che sono reticenti. Le persone che non possono pagare per via di grossi debiti o di problemi di salute mentale sono esonerate dal dover scontare qualche giorno in carcere. I giudici avevano già acceso i riflettori sulla faccenda lo scorso anno. Si parla di 162,000 casi nel 2013 e 130,000 nel 2014. Si tratta soprattutto di multe per infrazioni stradali o guida di auto o moto senza assicurazione.
