Il tribunale regionale ha sottolineato che la sua decisione è stata influenzata dall'atteggiamento dei rappresentanti del Ministero del Tesoro, convinti che non ci fosse stata alcuna violazione e che non hanno voluto risolvere la questione, né attraverso una conciliazione nè una mediazione in tribunale.
