Broekers-Knol uważa, że jeśli ma to doprowadzić do powstania szczegółowej umowy, to jest to "niepokojące". "Demokracja powinna rozwijać się w atmosferze dobrej debaty. Jeśli ta debata kończy się dwustustronicowym dokumentem, to nie jest to rozwinięta demokracja".
