Aby zapobiec finansowaniu przedsiębiorstw odpowiedzialnych za śmierć niewinnych osób, Włochy uchwaliły ustawę dotyczącą bomb klastrowych i min przeciwpiechotnych, która zawiera jasną i jednoznaczną zasadę: żadna osoba ani podmiot nie mogą bezpośrednio lub pośrednio finansować firm wytwarzających lub sprzedających bomby klastrowe i miny przeciwpiechotne. Nowe i surowe prawo, które stawia Włochy na czele Europy w tej dziedzinie, dotyczy wszystkich instytucji finansowych: banków, fundacji, funduszy emerytalnych itp.
